Toddler Care

Childcare for children approximately 12 to 36 months old, spanning the toddler and young-toddler developmental stages.

Toddler care typically covers children who are walking but not yet ready for formal preschool, roughly 12 to 36 months depending on the program. State licensing rules set slightly higher staff-to-child ratios for toddlers than for infants, typically 1:4 to 1:6 for young toddlers (12 to 24 months) and 1:5 to 1:8 for older toddlers (24 to 36 months). These higher ratios make toddler care 10% to 20% less expensive than infant care in the same facility. The U.S. Department of Labor National Database of Childcare Prices puts median annual center-based toddler care at approximately $13,000 nationally, compared to $15,000 for infants. Toddler programs focus on early socialization, gross motor skill development, language acquisition, self-feeding, potty training, and early emotional regulation. Toddler classrooms typically include larger floor space for active movement, child-height tables and chairs, sensory play materials, and outdoor play equipment scaled for young children. Curriculum frameworks commonly used in toddler rooms include Creative Curriculum for Infants, Toddlers, and Twos; Reggio Emilia-inspired approaches; and the HighScope infant-toddler model. Many state Quality Rating and Improvement Systems require toddler rooms to use a validated curriculum to achieve the highest star ratings. Toddler care supply is somewhat better than infant care but still falls short of demand in most counties. Because toddlers are more active and prone to biting, tantrums, and separation anxiety, staff turnover in toddler rooms can be high, which affects care quality and creates continuity disruptions for families. Centers often charge higher rates for toddlers still in diapers or not yet on a consolidated nap schedule, reflecting the additional staff time required.
